FEATURED PROJECT NO. 2

Vistera Credit Union, Moreno Valley, California was the Owner/Developer who wished to phase the project in an attempt to maintain their operations during construction period. Phase 1 was to perform portions of the grading, sewer, water, storm drain and site improvements in advance of the building for several reasons. The most critical was to maintain adequate customer and employee parking, customer access, and utility service to the credit union. The other reason was to perform the work necessary for the building construction to begin while the architect was finalizing the building drawings saving time and money. CEI was the general engineering contractor and Diffenbaugh was the building contractor.

CEI graded the building pad and rough graded access to the pad for the employees to park their cars until the work necessary to construct portions of the parking lot could be constructed and used for parking during the balance of the construction.
  
A new government regulation imposed on those developing properties to avoid future capital expenditures for storm water drainage facilities to handle the increased rainfall runoff rising out of new construction, required the Credit Union to construct two 60” HDPE Retention/Detention Systems under the parking lot areas. These two structures exist under close to half of the total parking lot area requiring creative construction methods and sequencing to build without compromising quality and restricting customer service and the building contractor’s operations.
The balance of the phase 1 parking lot improvements were completed when the new building was nearing completion and the Credit Union moved into the new facility and continued to occupy the existing structure as it was being improved. This required maintaining utility services, fire department access and customer and employee access to both buildings as we constructed the second 60” HDPE Retention/Detention basin and the remaining site improvements.
  

Maintaining safe working conditions and unilateral cooperation between CEI, Diffenbaugh and the Credit Union were paramount in the success of this project and everyone’s credit everyone stepped up to the challenge.
